The concept of "entrepreneurial environment" is actively operated by the researchers, representatives of state authorities, business representatives and the general public. However, the definition of the studied concept is missing in encyclopedias, and the scholars widely interpret the concept of "entrepreneurial environment". The article studies theoretical approaches to definition of the concept "business environment". The study shows the options for determining the constituents of the term, offered in encyclopedic publications; the prevalence of the use of the term is investigated. A review of existing interpretations of the studied term is given. During the analysis of the scientific and educational-methodical works published in the Russian Federation, the authors indicate the following inaccuracies encountered in the definition of the concept: often "entrepreneurial environment" is submitted in the form of a "situation" or a "process"; there is only a positive effect of business environment on entrepreneurship development. The authors propose two approaches to the definition of the studied concept that can be used in the research. The first approach is based on the representation of the business environment in the form of a combination of factors (for surveys of the business environment applies factor analysis). The second approach is based on the fact that the business environment can be described, modelled as a socio-economic system (in this case, the systems theory is aplicated). The results of the study can be used by specialists in the field of entrepreneurship, economists, entrepreneurs.
