The relevance of this research is caused by need of increase of production volumes of hi-tech products of civil and dual purpose by the enterprises of defense industry complex in conditions of conversion. The main difficulty for execution of presidential orders is lack of experience of defense industry enterprises in market conditions. Conversion of defense industry enterprises is important and perspective task with which solution the future of the enterprises of defense industry complex, import substitution development, increasing hi-tech export, development of the domestic industry and economy is connected. Purpose of the research - identification of actual problems of conversion, studying of the existing approaches to the solution of problems of realization of conversion, study and addition of the allocated internal factors of successful implementation of conversion, development of classification of factors, monitoring of realization of external factors of success of conversion. Author's approach to the solution of actual problems consists in allocation of external and internal factors of success of conversion and combining them into a single system on interaction of the state and defense industry enterprises. The analysis of the implementation of these factors carried out in the work allowed us to identify the degree of working out and the directions that require prompt and timely management decisions that will facilitate the introduction of new technologies into the production process.
