Our country, having stepped into the market economy and for a quarter of a century experiencing various difficulties, is gradually becoming one of the economically developing countries, but to date, one of the major stimuli of modern society is the shadow turnover of gold. Its volume is about 20% of the total amount of gold extracted from the bowels of the earth. Small gold-bearing objects are of no interest to large gold-mining enterprises, since the use of traditional industrial technologies is not economically feasible. There is also a social side to this problem, in some regions of the country – a small employment, which gave rise to illegal gold mining. That is, the population has reoriented its informal employment in the shadow sector of the economy. The decision at the state level of the legal basis for the legalization of the activities of individual entrepreneurs - freeholders for the extraction of placer gold from small-scale non-industrial placers will allow to withdraw from the shadow turnover tons of illegally mined gold, improve the crime situation in the gold mining regions, create thousands of new jobs without additional costs of the federal budget. The article offers specific proposals for amendments to the federal laws "on subsoil", "on precious metals and precious stones".
