The aim of the study is, first, identifying significant apocryphical the official rate of inflation, which is, in fact, just part of a whole, its actual value found in the result of a posteriori analysis of household expenditure, and the rationale for more reliable, fair algorithm for determining the actual values of inflation, secondly. The relevance of this issue due to circumstances of extraordinary importance - namely, a slowdown in the growth of incomes of the population and virtually uncontrolled rise in prices, primarily for food products of mass consumption. And since the only option for preservation of the achieved level of consumption (life) is the apparent moratorium is postponement of fulfillment of social obligations of the government (in terms of increasing the wage) for an indefinite period to improve the productivity of a certain level is to minimize inflation, to the extent required, above all, a science-based quantification of this phenomenon, without which it will remain unknown.
