The article presents the results of a study of world experience of profiling of unemployed. A comparative analysis of applied models of profiling allowed to identify their common and specific characteristics, taking into account the peculiarities of national labour market. Assessment of the Kazakhstan's model from the standpoint of the efficient world of experience revealed its conceptual shortcomings reduce the value of this procedure in the business process of employment promotion. The authors have developed its own methodological approach to the formation of categories and groups of the unemployed, taking into account the best world experience and the results of sociological research in six cities and regions of Kazakhstan. The article presents a new model of grading, based on the allocation of the three categories (applicants without a problem; the candidates with the problems of employment without social problems; applicants with employment problems and social issues). A profiling method based on the identification of barriers to employment, allows to take into account the composition of each category, several groups and devise for each a set of measures most adequately responsive to the needs of the group and the ability of the state to the position of unit costs on the applicant.
