The article examines some aspects of development of the Russian regions, which are formed and operate special economic zones. Special attention is paid to technical innovation zones. The position of inefficiency in the functioning of special economic zones leads to the closure of some of them. This study reveals promising directions for the development of SEZ territories. Theoretical and methodological foundations of the study are based on works of domestic and foreign scientists on the problems of regional development. Analytical material for the study includes the scientific literature on mathematical Economics, econometrics and statistics, as well as the employed methods and approaches for the analysis of statistical data. Information base of research includes the data of the federal service of state statistics and statistical data published in national and international journals and presented on Internet sites. A retrospective review of establishing special economic zones in Russia from the perspective of statistical data analysis and consideration of regulatory and legal acts. We analyzed the results of investment development of SEZs in various areas of specialization over the period 2005-2015, and to identify promising directions. Analysis of the level of investment development based on the specialization of SEZ will allow representatives of the business environment, focused on expansion of its activities, determine the most investment-attractive conditions of conducting economic activity. The presence of real SEZ residents and the positive trend of investment development of the regions confirms the generally positive impact of the new business activity regime on the inflow of investments.

The article is devoted to research of investment activity of regions. Special attention is paid to the territories with a special tax regime for conducting production and business activities of the SEZ. According to the analysis of dynamics of development of regions in different time periods, the authors come to the conclusion that the specialization of the territory has a significant impact on the dynamics of development of the territory. One of the important factors of regional development is the investment activity of the territory, which ensures stable growth in most business areas. As a result, the study of the classification of Russian regions by the level of investment activity, there are established areas which have high performance. High rates of investment in fixed capital are also areas in which the SEZ, which gives an indication of the effectiveness of economic policy.
