The article considers the possibility of applying the Triple Spiral fundamental conception of G. Itskovits in order to review the role of high schools in the mechanisms of forming the unified innovative structure that actually does not exist in Russia that, in turn, makes it difficult to move to an innovative economy. The author recommends the high schools to enter into the role of innovation organizers, so called Regional Innovation Centers (RIC), that will form the unified innovation network all over the country in future. Besides traditional tasks to create knowledge spaces, high schools may be engaged in organization of innovation spaces and spaces to reach agreement in the frame of the RIC.
