The article considers existing perceptions of the National Innovative System. The author’s opinion is that the choice of the American model as a reference mark is justified, but the results may only be accessible in the far future. Today, in order to resolve tactical problems of modernization, first of all it is necessary to use the positive experience of the soviet innovative system with refusal of negative aspects.
