Abstract:

The author examined predictors of strengthening of negative trends of migration policy of Russia. Identified and justified the problem of increase of the objective prerequisites for the growth intentions of university students to emigrate from the country. Assessment of levels of return labour migration of young people demonstrates the urgency of the studied issue. The advantages and negative effects of the vicious circle of migration flows for the countries-donors of labor and recipient States. The sources that shape the direction of the migration flow of Russian youth. The evaluation of government programs to support the educational and labour migration contributing to the growth of outbound tourist flow of young people. Identified the leading trends of educational migration among young people in Russia. Characterized by state regulatory policy of return migration of young people and reviewed new initiatives on the formation of intentions a young professional to update a professional capacity in the country of permanent location.
