The aim of the study was to develop a conceptual approach to the development of agro-industrial clusters, taking into account the noospheric principles of development. The article used the methods of generalization, system analysis, monographic. The article describes the stages of formation of social capital as a prerequisite for all emerging clusters in the agro-industrial complex and shows the main role of trust in its formation. The analysis of the use of the concept of “noospheric paradigm of sustainable development” of the agro-industrial complex made it possible to develop a noospheric model for the development of agro-industrial clusters and identify a number of its key principles. It was concluded that it is necessary to develop the conceptual platforms for the noospheric development of clustering in the agro-industrial complex of the regions, since the clusters are a qualitative basis for the development and ensuring food security, which is currently an important state priority.
