There is no question that human capital measurement conceptual and methodical restrictions is critical to growth measurement of individual and national well-being. Analysis of various approaches and methods of measuring human capital is carried out in this article. This paper focuses on two human capital issues, which are considerations in choosing a human capital measure: the economic (monetary) measures of human capital, and non-economic (non-monetary) returns, relate to a whole range of benefits delivered by human capital investment. Through the income-based method, it has been proven that human capital is the largest component of national wealth for the Russian Federation.
