Abstract:

Issues of economic security in our country began to be given attention with the beginning of market reforms and the formation of a new Russia. However, the formation of the foundations, the origins of economic security – namely, the human factor, to date, attention is paid undeservedly little. Therefore, the article is devoted to the analysis of the role of man and the institutional foundations of the formation and functioning of the human capital of the region as the basis for the formation of economic security at the regional and, ultimately, at the national level.
