The study uses a theoretical and methodological toolkit of an evolutionary economy, the most important discovery of which was the assertion of the existence for a long time of stable, but not effective institutions. In the development of this statement, a number of concepts were developed, united under the common title “dependence on previous development” and devoted to the study of relations between old and new institutions, as well as the problem of reducing the effectiveness (inefficiency) of institutional changes. The article is devoted to the identification of institutional traps of higher education by clarifying the theoretical and methodological tools of the theory of institutional traps. The study is based on the statement that once an institutional choice has been made, it will influence the further institutional development limiting it to a certain fairway. A feature of the modern institutional environment of higher education is the existence of conditions for synthesizing institutional traps. The difficulty of assessing institutional traps lies in the absence of clear criteria for falling into the trap and also in identifying the parameters for changing institutions to get out of it. The work clarifies the terminological apparatus, identifies the structural features of the institutional trap, and proposes an evaluation algorithm.
