The small and medium-sized enterprise (SME) sector has existed in Russia for about thirty years. Related to this are some issues of accessibility, continuity, comparability of statistical data, which, however, does not prevent the monitoring of trends in the development of the SME sector. Since the emergence of small business in Russia, the number of SMEs has increased 7 times, the average number of employees in SMEs – 2.5 times, there is also a multiple growth in revenue sector. The dynamics of recent years is upward, but the growth rate slowed, growth in 2017 amounted to 3%, 2% and 17% respectively. The dynamics of indicators of the sector reflects the general state of the Russian economy in different periods, as well as responds to the peculiarities of statistical accounting. Support to SMEs is provided in accordance with the forms set out in 209-FZ and is financed in accordance with the directions (types) of support. There is a shift in emphasis from direct, non-refundable support for SMEs towards multidirectional, returnable support based on development institutions, with coordinated support through the national project "Small and medium-sized enterprises and support for individual entrepreneurial initiative". It is necessary to develop a methodology for assessing the effectiveness of support for SMEs, as currently being monitored the implementation and achievement of individual indicators of support activities for SMEs and (or) individual statistical indicators that solves the current problems, but limits the vision of the whole picture and does not allow fine-tuning and redirect individual forms and types of support.
