The article is devoted to the topical issues of innovative development at the regional level, and specifically the assessment of innovative activity of the territory on the example of the Southern Federal District. To assess the innovative activity of the region, an adapted foreign assessment methodology was used, which made it possible to identify a low level of innovative activity in the innovation sphere, despite the growth in the number of issued patents according to official statistics. As a result, a reasonable conclusion was made that for regions with high intellectual and industrial potential, which include the SFD, it is important to stimulate and support the creation of new technologies, which include the promotion of patent activity, the improvement of intellectual property legislation, the development of interaction of subjects of innovation in the process of developing innovations.
