Abstract:

The article shows that the state regulation of the labor market in modern conditions should be based on innovative approaches, in particular, the active implementation of the principles of project management. A systematic approach to the development of projects and the need to divide them into strategic and tactical. The problem of development of non-standard forms of employment is considered as a key part of the optimization of regional labor markets in the long-term strategic planning of socio-economic development. Taking into accaunt the multidimensional nature of non-standard employment and the scale of the problems to be solved, it is proposed to focus tactical projects on the regulation of non-standard employment of specific socio-professional groups, which will improve the efficiency of budget spending on active employment policy. The application of the system of state regulation described in the article will allow the transition to the "Employment service 2.0".
