Abstract:

The article is concerned with analysis of background for establishing innovation educational system in Russia through the history of national innovation system foundation and the level of its effect on the development of skilled personnel training. It researches basic approaches to reforming professional education system and describes in detail a modern stage of forming Russian national innovation system based on Triple Helix Theory.
