Abstract:

The article is devoted to a new theoretical approach to assessing the effectiveness of innovative development of the region and territory. A new category is revealed-innovative advantages of the region (IPR) is revealed. The principal basis of the proposed approach is the hypothesis of the formation of the IPR as an indicator of the effectiveness of innovative development of the region. In contrast to the existing approaches, the necessity of measuring qualitative and quantitative dynamic indicators of innovation activity assessment in the targets of the formation of the IDP is justified.
