Abstract:

The article presents the analysis and forecast of the development of the Russian market of multi-apartment urban housing by the end of 2017 on the basis of a comprehensive methodology developed by the authors, taking into account macro-and microeconomic, financial, institutional and legal factors of influence. This methodology is fully set out in the monograph of the authors, published in may 2018, and is based on the scientific results accumulated over 25 years (from 1991 to 2016) of market monitoring and laws research of formation and development of the real estate market in the conditions of transition of economy of Russia from planned to market, taking into account specific features of the legislative environment, structure and structure of object of research, institutional features of regulation and management, change of expectations and behavior of subjects of the market and the population. In this article, in addition to outlining the main provisions of this methodology, special attention is paid to the signs, causes and mechanisms of change in many Russian cities and regions of the market from depression to recovery, since 2016, and even with a tendency to growth in 2017. At the same time, the action of factors that can seriously interfere with this growth in the horizon of 3-5 years is considered. The study sample includes 27 cities and one region (Moscow region, which provides data averaged by cities), including 21 cities, which are the centers of the subjects of the Russian Federation, with a total population of more than 43 million people.
