The relevance of the research topic is determined by using the cluster approach as a priority direction of state policy for effective economic and social development of the regions. The aim of the study is to analyze the mutual influence of cluster policy and the characteristics of the formation and development of innovation clusters - leaders of world-class investment attractiveness and industrial clusters listed in the register of the Ministry of Industry and Trade of the Russian Federation. The implementation of state support programs through the provision of federal subsidies to innovation clusters — leaders of world-class investment attractiveness and industrial clusters listed on the Russian Ministry of Industry and Trade — showed that not all clusters have achieved the development as a result of support. This is evidenced by the significant differences in their key indicators. The reasons for these differences are related to the degree of development of the cluster infrastructure, type of activity, number of participating organizations, number of employees, geographical location, level of organizational development, date of establishment, etc. The authors systematized and analyzed the main factors that determine the characteristics of the formation, functioning and development of cluster formations identified from the point of view of state cluster policy as priorities at the regional level. Studies conducted in this work show that when programming regional cluster policy, the features of the development of individual clusters and the state of development of the infrastructure necessary for their functioning should be taken into account.
