Abstract:

A huge number of studies are devoted to ways of measuring the institutional climate, against which innovative territorial and industrial clusters are emerging and developing. At the same time, most of the measuring instruments of the institutional environment are expert in nature, on the basis of which the ratings of the institutional climate are calculated. The purpose of the proposed study is to demonstrate the possibility of indirect measurement of the institutional component of cluster policy in the regions of Russia, using official statistics of Rosstat. The research methods were multidimensional factorial, cluster analyzes, as well as methods of cognitive modeling. The use of cluster analysis has made it possible to identify regions that differ in the performance indicators used in the analysis. At the same time, this difference was explained, other things being equal, by the different number of innovative clusters created in them. The application of factor analysis to the characteristics studied made it possible to identify fairly well-interpreted generalized factors that reflect the influence of institutions on the conduct of effective cluster policy (stimulating the development of small and medium-sized businesses, ensuring interaction of science, business and government, human development). Using the cognitive model represented by a weighted oriented graph, a quantitative measurement of the influence of measured characteristics on latent indicators of the institutional environment of regional clusters, as well as corresponding changes in quantitative indicators of the efficiency of the regional economy under the policy of improving institutions. The results of the impact of contrasting scenarios for improving the institutional environment on the implementation of innovative cluster policy are presented.
