Abstract:

The article deals with theoretical and methodological aspects of the study of the problem of formation of functionally selected participants of the ecological and socioeconomic monitoring of regional development caused by the task of reducing transactional costs through the development of information tools of spatial data using modern GIS technologies. The article is based on the project «Environmental and socio-economic monitoring, assessment and prediction of environmental condition of the area», implemented by Southern Russian university of economics and service under the state commission in 2012 and funded by the Ministry of Education and Science of the Russian Federation.
