The article substantiates the relevance of the problem of substantiating the strategic priorities of economic development of Russia in terms of solving the problem of technological lag of the country, indicated in the Message of the President of the Russian Federation to the Federal Assembly. Theoretical and practical aspects of import substitution policy as a direction of sustainable economic development of multilevel socio-economic systems are analyzed. The results of a set of organizational and economic measures within the framework of the country's import substitution policy for 2014-2017 have been evaluated, highlighting the positive and negative aspects of its implementation. The essence of the new concept in the regional economy of the territory's import-substituting cluster potential is revealed. The expert assessment of the prospects of import-substituting cluster potential realization in the regions of Russia is carried out. A conceptual scheme of state support for the formation and development of import-substituting cluster potential is proposed.

Some positive results of the policy of import substitution carried out in the country in 2014 – 2017 are obtained due to the fact that a number of industries have received an impetus for their development. This happened, first of all, in the agricultural and industrial complex. With regard to the production of machinery and chemical products, the country's dependence on imports remained. There is no systemic import-substituting cluster policy at the regional level. It is necessary to develop and implement the concept of import-substituting cluster policy and the program of state support for the development of import-substituting clusters at the regional level. The creation of an import-substituting pharmaceutical cluster in the Republic of Bashkortostan may allow to double the volume of pharmaceutical products in the region by 2022, with the contribution to the increase in GRP of about 1-2%.
