The study focuses on the implementation of migration policy in China at various stages of the country's socio-economic development, shows the contribution of migration to the development of human capital. An analysis of China's policy on the regulation of internal migration was conducted, as a result of which 9 stages of its development were identified. It was revealed that at each stage the state pursued a policy adequate to the tasks set for the economic development of the country. The results of the impact of migration policy on interregional movement of economically active population and development of human capital in the period from 2000 to 2016 are shown. The methodological and theoretical basis of the study was the work of Russian, Chinese and other foreign researchers on the issues of migration policy and the formation of human capital in China, methodological regulations on statistics. The information base was the materials of the State Statistical Office of the People's Republic of China (PRC), the materials of the population censuses of 2000 and 2010, the plans for social and economic development of the PRC, CCP congresses and the decisions of the State Council of the PRC.
