Abstract:

In accordance with the strategy of national energy efficiency, the article introduces a new conceptual approach to the formation of the structural and hierarchical model of the adaptive economic and technological mechanism of energy saving in heat power engineering. In addition to the presence of all traditional components in the mechanism (namely, subject-objective certainty, goal-setting block, principles, tools, resources, etc.) in the structural and functional aspect, it is considered by the author as including the economic and technological blocks. This allows us to take into account the specifics of this industry, including energy management at all stages: the source of thermal energy, in the process of its transportation, as well as in the process of consumption. The author bases the idea of duality of the nature of the mechanism on construction of a co-regulation model, in which the potential for coordination of multidirectional interests of all participants of the thermal energy market.
