Management of balanced development of industrial complexes is complicated, it is carried out by various management structures and ensures balance in the external and internal environment. The need to manage the balance of development of industrial complexes is caused by uncoordinated changes that occur quite often due to the turbulence of the environment, which leads to the sharp decrease in efficiency and crises in enterprises. Consequently, there is a need for mechanisms available to manage the balance of industrial development that will prevent or mitigate these negative phenomena. In accordance with the proposed concept of management of balanced industrial development, the article identifies four phases of the management cycle: I - diagnosis of the state and forecasting trends; II - identification of the necessary innovations and investments; III - implementation of strategic changes; IV - verification and evaluation of the effectiveness of actions. In order to achieve balanced industrial development, it is necessary to manage strategic changes in the integrated manner at all these stages, using effective mechanism based on scientific principles which includes active elements (internal and external measures) and providing subsystems.
