Abstract:

In order to promote Russian state policy in the Arctic, the article outlines the main approaches to the creation of an innovative infrastructure (II) of regional innovation systems (RIS) in the Arctic zone of the Russian Federation (AZRF). We show that the functional completeness of the innovation infrastructure is a fundamental to its efficiency, which ensures a “barrier-free” development of innovation processes in regional innovation ecosystems. We describe a typical method for the phased establishment and development of such an infrastructure, and practical aspects of its creation during formation of the support zones projects under the conditions of the fourth industrial revolution.
