The innovative development of Russian universities implies new trends in the formation of their human capital. The contradictory nature of modern trends in the formation of universities’ human capital demonstrates new challenges that they face in the course of their development. Human capital is known to be formed only through conscious, purposeful and planned management process. The process of formation, accumulation and reproduction of human capital analyzed in this article should be taken into account when developing university’s staff policy. The advantages and disadvantages of the effective contract brought by the authors and introduced by universities today allow us to objectively assess this innovation. The foreign experience analyzed in the article made it possible to outline the ways of its development.
