On the basis of a comparative analysis of various methodological approaches to identification and criterial description of the phenomenon of human happiness, we identify its place in the system of categories of welfare theory (as a category that closes this theory). We think critically about the results of two independent studies on the so-called happiness indexes in various countries of the world, conducted by authoritative world sociological centers. We suggest the basic integral indicators of happiness of people with different degrees of preference. We point out the main directions of the state's activity on the transfer of Russian citizens to a higher trajectory of human civilization.
