The article reveals the essence of networkization, its determinants and means of fostering network structures. We present the analysis of the origins of the development of the network approach in the sphere of housing and communal services and its development. We’ve developed the matrix of prevalence of organizational forms of network structures at the present stage in the spheres of economy, state and municipal management, including the sphere of housing and communal services. We determine the nature and features of modern network structures in the sphere of housing and communal services. We also define the "gaps" of the network approach in solving urgent issues in the sphere of housing and communal services and ways to fulfill its potential.
