Russian current budgetary policy develops in qualitatively new economic conditions. There are serious contradictions between the federation and regions in the sphere of adopted and planned amendments in certain inter-budgetary relations. It calls for a comprehensive assessment of these amendments and their comparison with revealed problems in the budget policy. The annual change in regulations of all intergovernmental transfers complicates the planned analysis. During the research, we’ve put forward the hypothesis that the existing state policy in the sphere of inter-budgetary relations and intergovernmental transfers does not promote the development of autonomy of Russian Federation entities and their financial independence from the federation. The work resulted in the confirmation of the hypothesis. We might have to qualitatively change the implementation strategy in the future models of the development of intergovernmental policy in Russia if the existing concept would not solve the issues of permanent growth of regions’ debt obligations.
