The article proves relevance of applying "field" methods of managing the territory within the concept of the knowledge economy. We analyze methodological foundations of scaling up successful practices. We study the experience of identifying, formalizing and replicating successful practices of municipal management in improving investment and business climate for the period 2013 – 2016. On its basis we identify prospects and risks associated with the application of this method. In addition, the article proves the need to develop a set of basic and additional recommendations for scaling up successful practices of municipal management in the development of investment and business climate depending on different types of municipalities (monotowns, regional administrative centers, city districts, regional industrial centers, other municipal entities). We’ve developed recommendations on key performance indicators for each of the successful practices and put forward proposals for improving the efficiency of heads of administrations (city managers).
