Design organizations are active participants in investment and construction process. Today the majority of design organizations are small and micro-business enterprises operating in tough competition. National Association of Surveyors and Designers (NOPRIZ) has been established to increase the responsibility of self-regulating organizations for their members. NOPRIZ includes associations of self-regulating organizations of designers and prospectors. In the field of engineering surveys and architectural and construction design National Register of Specialists (LDCs) has been established to improve the quality of the design and survey work. Model design is one of the mechanisms for reducing the cost and improving the quality of project design, from the point of view of the state. The state also stimulates and supports in every possible way the use of BIM technologies as one of the promising methods of design in construction that could lead to creation of information model of the building throughout the life cycle of the facility. The prevention of the overestimated cost of the facility is planned to be prevented by launching a federal pricing system based on monitoring construction resource prices. The materials of the article can have practical significance for representatives of state authorities, owners and managers of project organizations and for representatives of self-regulating organizations.
