The article studies the impact of government activities on the level of education in the country; thereby the necessary for the country's participation in global processes human capital and knowledge are formed. Established characteristics of the appropriating economy are typical for any state and that generally slows down the global processes of integration and globalization. Low level of education is one of the characteristics of the appropriating economy in modern world. So we elaborate the theory of a positive relationship between the level of education in the country and the level of the country's involvement in the global world space. To reveal this relationship we conducted a correlation analysis of the indicators of the education index and globalization KOF-index during the period 1980,1990,2000,2013. As a result we found a significant positive correlation between education index and globalization index. Thereafter, the level of education in a country has a really strong positive impact on the degree of country’s involvement in the world economy, and as a consequence, on political process.

- some characteristics of the appropriating economy exist in a new format that is acceptable in terms of the industrial economy and dominate in the developing countries
- depending on the country’s level of development, the government has a diversity policy by fulfilling its moderating and catalytic functions
- the increase of transnational corporations entails the increase of the degree of interpenetration and interdependence among countries; that looks like a development boost without the characteristics of the appropriating economy
- remained characteristics of the appropriating economy are leveled during globalization process
- more frequent use of disincentive measures by the goverment is typical for developing countries, incentive measures are used more often in the developed countries
- the level of education in the country can be considered as a level indicator of the appropriating economy
- we found a significant positive correlation between education index and globalization index
