This article discusses the process of assessment of the impact of labour market on the economy of the region, due to the fact that the regional labor market is filled with unclaimed employees because of the regional labour market imbalance between the employers demands for jobs and professional and qualification structure of unemployed persons. The current situation leads to the formation of sustainable groups, having troubles in job search. As a consequence, we see the reduction of the living standard of a significant part of the population, searching for job for a long period of time. This situation has a negative impact on the economy of the region in general. The labour market region has a direct influence on such socio-economic systems as the economic specialization of the region and its geopolitical position, educational and professional level of population, the development of small businesses. The author adaptes the matrix model Shell/DPM for the analysis and presentation of socio-economic systems of the Perm region. The matrix can be used as the algorithm to assessment of the impact of labor market on the economy of the region.
Highlights:
- the author develop a matrix of "portfolio" analysis, which allows to present the regional socio-economic system due to combination of such characteristics as the labor market development, overall unemployment rate and the level of officially reported vacancies
- the share of unprofitable enterprises in the Perm region has consistently high rates of 30.3% to 31.7%, in other words almost a third of the enterprises of the region is unprofitable
- despite the declared vacancies increase in 2016, we mark an outflow of staff in agriculture, health, housing sectors, associated with low wages
- in 2015 there was a slight increase in the number of small enterprises in the Perm region (4350 vs. 4191), and in 2016 the numbers decreased to 4312
- Educational and professional levels of the population does not meet the needs of high-tech export industries and impede the use of favorable geopolitical position of the Perm region
