The article analyzes the measures to support small and medium-sized businesses during implementation of public budget purchases, supplemented in 2016 with a number of innovations. We reasonably identified the priority directions of Russian state policy in the field of public, municipal and corporate procurement from small and medium-sized businesses for the implementation of measures for import substitution, increasing the competitiveness of domestic producers under international sanctions and internal institutional reforms of modern Russia.
