Importance of the problem of assessing the efficiency of agricultural policy is that the conditions of regulation were changed as a result of WTO accession, and now the competitive position of rural commodity producers on the domestic and foreign markets depends on the efficiency of policy measures. The efficiency of agrarian policy cannot be assessed using a single indicator, because it includes a number of independent directions, such as the development of agricultural production, ensuring food security, improving the living standards of rural population, increasing the incomes of agricultural producers. In this regard, the efficiency assessment of agricultural policy should include a detailed analysis of various areas with the use of special-purpose assessment indicators. The article presents methodology for assessing the efficiency of agrarian policy, which allows to determine the integral indicator: the index of efficiency, calculated on the basis of economic, financial and social indicators of efficiency. For each indicator of the efficiency of agrarian policy we established assessment criteria and threshold values of indicators. The paper determined the types of efficiency of agrarian policy, identified and systematized criteria and performance indicators. The methodology for assessing the efficiency of agricultural policy has been tested on the statistical data of the regions of the Southern Federal District. We found out that the efficiency index of agricultural policy of the Southern Federal District (Ieap) in 2014 is 0.8, which corresponds to the acceptable level. The diversion of the calculated indicator from 1 is due to the low efficiency of the agrarian policy on social indicators. The theoretical significance lies in the informative supplement for methodological approaches and assessing models of the efficiency of agrarian policy from the point of substantiation of the integral indicator (the index of efficiency of agrarian policy). The practical importance lies in the development and testing of methods for assessing the efficiency of agricultural policy, which is universal and can be applied in various regions and macro-regions of Russia. It allows the rapid assessment of the efficiency of agricultural policy on the basis of the system of indicators: economic, social and financial efficiency.
