Abstract:

The article is dedicated to the issues of the improvement of the evaluation system of the education quality in accordance with the regulatory documents accepted in this area. The authors have studied certain mechanisms of the independent quality assessment of the rendered services through the example of the Ulyanovsk region; they have identified positive and negative sides of work in this direction on the level of the regions. The respective conclusions have been made.


Highlights:

► the main criterion for the education quality assessment is the determination of the level of the students’ achievements in accordance with the accepted state standards
► development of an independent efficient measuring tool to “measure” the quality not only by means of a final academic assessment at the transition from one course to another, but also throughout the whole educational process regardless of the type of the educational institution, regional peculiarities, local conditions is a relevant task
► independence of Internet-testing is achieved through use of a single closed depository of tests that has been assembled by an independent public and professional authority
► testing of the independent evaluation mechanisms has enabled to introduce the technology of Internet-testing in the procedures of state control over the education quality and state accreditation
► development of the external education quality assessment will include public and professional quality assessment, public and professional accreditation and, following the results thereof, development of ranking of the educational institutions
► mechanisms for the education quality assessment are not yet completely developed; a scrupulous analysis of foreign systems of the independent education quality evaluation continues; the models that will enable forming unified approaches to the education quality evaluation are currently being developed and tested
► the procedures of the education quality assessment requires skilled experts representing not only the interests of the pedagogical community, but also those of the parents and employers
► one of the main directions for the education quality assessment is the development of internal education quality monitoring by the educational institutions: without it such institutions will not be able to ensure high education quality
