Realization of the necessity to decrease the high corruption level actualizes the issue of activation of all branches of power in counteracting it. Circumstances that “justify” corruption and main directions of efforts to minimize it are reviewed. It is recommended to academic researchers, experts, officers of federal and regional ministries and bodies.
