Abstract:

The article is dedicated to possible schemes of the transition from export-oriented economy to the innovational one and of the Personnel problem solution. Based thereon, the constituent components of the complex state policy that are necessary for structural modernization of the the Russian economy and labor efficiency increase have been demonstrated.
