Abstract:

We propose a systematic approach to evaluating the effectiveness of state support of small business, including the following areas: assessment of indicators of development of small business in the manufacturing sector in the region; assessment of the competitiveness of enterprises in this sector, improving of which  is the aim of industrial policy; assessment of the institutional environment conducive to the development of small business and formed as a result of industrial policy – on the basis of institutional circuits; as well as assessing the impact of the implementation of the individual instruments of industrial policy in support of small business. The analysis of the dynamics of small business development, analysis of the legislative framework in the field of small business support in the Sverdlovsk region in comparison with the Russian Federation and the regions of the Urals Federal District were carried out. Trends are identified and recommendations are made to improve the state support of small business and an institutional environment that will enhance the business potential of the region.
