Abstract:

The regional concessionary policy improvement is a prioritized research direction which is important for the implementation of large infrastructure projects. For developing such a policy it is necessary to take into account the international experience in this field. In result of the research, the main directions for the improvement of the public-private partnership projects have been identified, as well as the problems that can obstacle a successful implementation thereof.


Highlights:

► the use of the European countries’ experience in the concessionary policy could help in solving the existing problems of the reforming of the housing and public utilities system, road construction, tourism industry development etc.
► an important moment in the concessionary policy implementation is the necessity for a careful design of the conditions of the concession objects transfer and state control
► at solving the issues of the financial transfers from the concessionary companies to the state it is necessary to take into account the regions’ financial interests, and the companies themselves should be registered in the region of their activities, not in Moscow
► the main impediment, especially, at the regional level, is the corruption; without fighting it, no concessionary policy can become successful
