The article discusses the problem of the process of elaborating a business plan for a construction project. This problem is related to the analysis of possible conditions and limitations under which the project has to be realized and which, eventually, influence on the decision as for the land development at the preliminary (concept design) business plan stage. The author proposes an economic and mathematical model to optimize technical-economic and financial activities of the construction contractor during the construction project realization on a large land area already in this business-plan stage. The calculations have been performed on the basis of the data the author obtained while analyzing the real estate market in Novosibirsk. The author proposes solutions for three problem statement variants with subsequent analysis of the obtained results and formulation of certain recommendation based on the performed analysis.
