The analysis of strategic planning documentation was performed to identify the forms and methods for involvement of the parties concerned in the development of strategies and programs. The author estimated the used forms of the concerned parties’ participation in the execution of regulatory acts adopted within the frames of strategic planning for business development in the Far Eastern Federal District. Based on the analysis, the existing shortcomings were revealed.
