Changes in the development and allocation of industrial forces are reflected in the structure of the industry. The industrial sector determines development of the economy, its place in national and world markets, level and quality of living standards of the people, social stability.The largest part of the whole resource base for ensuring a dynamic development of the country is concentrated in the northern regions. Development possibilities of the Russian state, ensuring of its national security greatly depend on how effectively the natural-resource, economic, geopolitical and intellectual potentials of the North of Russia are used. However, the industrial policy is not effective enough, which is evidenced by predominance of the export oriented-structure of the industry regarding the primary resources over the manufacturing industry and an uneven social-economic development of the territories of the North.
