Article considers one of the key issues of development of modern electric energy and power wholesale market of Russian Federation – development of consumer tariffs on electric energy and con-nected power considering these specific products quality under final consumers point of view. Main quality factors of electric energy under selling are considered. The structure of national economy damage as result of reduction in quality and possible losses of final consumers is considered.
