The paper analyzes the situation connected with the need to achieve the goals set by the Russian Government for the development of the high-tech small and medium sized businesses in the country. For this purpose, investments, including foreign ones, are plying an important role. In this regard, the author suggests that such form of foreign capital attraction as the creation of companies with foreign investments should be used more often. He encourages the scientific community to study the problems hindering the development of this form of business.
