The article substantiates the need for the separation of the new sector in the service industry, specializing in the provision of information and communication technologies. This process is considered in the context of macroeconomic changes and associated with the transition of the global economy from a post-industrial to a service phase. It has been suggested that the development of the service economy, with a focus on information and communication services will enable many developing countries that do not have their own raw stock and that have been the outsiders in scientific and technological development, in the short term to become world leaders in some areas.
