The Kyoto Protocol was signed in Japan in December 1997. The member countries of this international agreement can trade permits (allowances) to emit greenhouse gases. Those who are able to reduce their emissions by using less "polluting" energy technologies (nuclear, solar, wind power, etc.) can sell their permits to other countries, whose emissions exceed the fixed limit. Kazakstan is one of the states that signed the Kyoto Protocol, however, a lot of coal is mined in the country, it is the main type of fuel used there and the most polluting one.
