Abstract:

In this article is proved a particular urgency of forming innovation economy. Interaction analysis has been generated on model of Triple Helix. The role of government has been determined in different conditions of knowledge based economy. Also has been proved the exclusive role of universities in the creation of innovation system. In the results of comparative analysis has been made the attempt to formulate concept of creation Russian Federation innovation economy based on bilateral circulation among government – science. The development of the bilateral concept is reflected in three basic elements: government – business – science.
